Generator Owners and Operators
EOP-012 cold weather preparedness, EOP-004 event reporting and — for units with Blackstart Resources — EOP-005 restoration obligations.
Emergency plans, restoration, cold weather preparedness and event reporting — backed by engineering data that shows the plan will work.
The Emergency Preparedness and Operations (EOP) family asks registered entities to plan for the worst day on the system and prove they are ready for it. Extreme weather has pushed EOP to the center of NERC’s agenda, and cold weather preparedness now carries detailed, data-driven obligations for generators. Keentel Engineering supports EOP compliance with the plans, procedures and engineering analysis behind them.

For many years, EOP compliance was largely about having the right plans on file: an emergency Operating Plan, a restoration plan, a backup control center plan and an event-reporting procedure. Those plans still matter, but recent extreme weather events changed what regulators expect behind them.
Cold weather events exposed generating units that could not operate at the temperatures they were expected to see, and emergency load shedding that was not coordinated with underfrequency load shedding and critical loads. The standards that followed — EOP-011 revisions and EOP-012 — require generators to document extreme cold weather temperatures, freeze protection and corrective actions, and require operators to plan load shed with far more precision.
Extreme weather is identified as a focus area in the ERO Enterprise’s 2026 CMEP Implementation Plan. Regional Entities are looking past the plan document to the data, calculations and implementation records underneath it.

Several EOP standards have been revised in quick succession because of cold weather work. Always confirm the version in effect for your facility and audit period, and check the implementation plan for phased requirements.

EOP-012 cold weather preparedness, EOP-004 event reporting and — for units with Blackstart Resources — EOP-005 restoration obligations.
Emergency Operating Plans and load shed under EOP-011, restoration plans under EOP-005, backup control centers under EOP-008 and GMD procedures under EOP-010.
Emergency Operating Plans for capacity and energy emergencies, backup control center plans and event reporting.
Area-wide emergency and restoration coordination under EOP-006 and EOP-011, plus backup control center and GMD obligations.
Event reporting under EOP-004 and — where identified in the TOP’s plans — restoration and load-shed obligations under EOP-005 and EOP-011.
Cold weather data, freeze-protection design review and preparedness plans should be in place before the unit reaches its first winter.
EOP-012 requires Generator Owners to determine an extreme cold weather temperature for each applicable unit using historical weather data, following the method the standard sets out. Keentel documents the data source, the site location used and the calculation so an auditor can reproduce the result.
For new and existing units, the standard ties freeze-protection capability to that temperature. The evidence is equipment-level: heat tracing, insulation, enclosures, wind breaks, instrument and sensing-line protection and the operating limits of critical components. We review the design and as-built data and identify where capability falls short.
Where a unit cannot meet the requirement, the standard requires a Corrective Action Plan and, in some cases, documentation of technical, commercial or operational constraints. We help write CAPs that are specific, scheduled and trackable — and that do not overpromise what a site can deliver.
Solar, wind and battery plants are not exempt from cold weather risk. Inverter and battery thermal-management limits, PCS enclosures, meteorological equipment and substation components all have temperature ratings that belong in the preparedness plan.

| Deliverable | Purpose |
|---|---|
| Extreme cold weather temperature report | Documented data source, method and result for each applicable unit under EOP-012 |
| Freeze-protection assessment | Equipment-level review of capability against the extreme cold weather temperature |
| Cold weather preparedness plan and CAPs | Unit-specific plans, Corrective Action Plans and implementation tracking |
| Emergency Operating Plan | EOP-011 plan content including load shed, critical loads and cold weather provisions |
| Restoration plan and study support | EOP-005 restoration plan, cranking-path analysis and Blackstart Resource documentation |
| EOP-004, EOP-008 and EOP-010 procedures | Event reporting, backup control center and GMD operating documentation |
| Requirement-mapped evidence index | Each EOP requirement linked to the specific plans, calculations and records that prove it |
| Gap | Why it matters |
|---|---|
| Cold weather temperature with no documented method | The number may be reasonable, but without the data and method it cannot be demonstrated. |
| Freeze-protection claims not tied to equipment | Plans that say “heat tracing installed” without identifying components and ratings do not show capability. |
| Corrective Action Plans without dates or owners | Open-ended CAPs invite findings and do not show progress. |
| Load-shed plans that overlap UFLS or critical loads | Manual load shed that drops the same feeders as UFLS, or critical loads, undermines both. |
| Restoration plans not updated after system changes | New facilities, retired units and changed cranking paths can make a restoration plan unworkable. |
| Event-reporting contacts out of date | A reportable event missed because the wrong person was notified is a compliance issue of its own. |
