TPL-001 Planning Assessments
Steady-state, voltage and transient stability and short-circuit analysis across near-term and long-term horizons, with Corrective Action Plans.
Planning assessments, cold-weather calculations and the technical studies that prove your system and your units can perform under the conditions the standards require.
Planning and weather standards are studies at heart. The requirement is only met when the study is technically sound, the assumptions are documented, and the corrective actions are tracked to completion. Keentel Engineering delivers all three.
Your Trusted Partner in Electrical Engineering and Power Systems
At Keentel Engineering, we deliver electrical power engineering services built on 30 years of experience and a commitment to excellence. Our clients include utilities, developers, EPCs, and public agencies across the U.S.
Unlike firms that sacrifice technical depth to chase billable hours, we prioritize precision, compliance, and value engineering. From transmission services and relay modeling to winterization and SCADA planning, we never compromise on quality.

At Keentel Engineering, we take pride in being the go-to electrical power engineering firm for power and utility system planning, substation design, protection, control, and power system analysis. The following attributes distinguish our team in utility-grade substation engineering and compliance-driven project delivery.
With three decades of hands-on project delivery, we bring unmatched expertise in substation layout design, substation electrical and civil engineering, relay protection, and grid-tie solutions. Our experience includes projects in complex terrain, urban retrofit environments, and utility-scale renewable integrations.
Our engineering process applies AutoCAD 3D, BIM modeling, and system-level substation design practices to ensure accurate planning, reduced errors, and efficient coordination across all project stakeholders.
Our workflow includes 3D substation design, enabling clash-free coordination between structural, electrical, and civil disciplines.
From grounding grid studies to relay protection settings, we engineer every detail to improve system reliability, performance, and operational safety. Our rigorous QA/QC process ensures compliance with IEEE, NFPA, and ISO/TSO interconnection standards.
Among leading electrical substation design companies, Keentel Engineering stands out for 30+ years of proven high-voltage and utility-grade project delivery.

First name, email and what you're interested in are all we need to get moving. Everything else, including drawings or an RFP, is optional.
Planning Coordinators, Transmission Planners and Generator Owners meet many requirements by performing studies: planning assessments, GMD assessments, extreme-temperature studies, UFLS studies and cold-weather calculations. An auditor does not just check that the study exists. They check whether the right cases were run, whether the assumptions are reasonable, whether the results were evaluated against the performance criteria and whether the corrective actions were actually carried out.
Keentel performs these studies as engineering work first and organizes them as compliance evidence second — with case lists, assumptions, results and corrective action plans that tie back to each requirement.
The most common planning finding is not a wrong answer — it is an undocumented assumption. Every case, contingency and input in our studies is recorded with its basis.

Always work to the version in effect for your facility and audit period — the TPL and EOP extreme-weather standards have been revised several times in recent years.
| Standard | What it addresses | Engineering evidence we produce |
|---|---|---|
| TPL-001 | Transmission system planning performance requirements | Annual Planning Assessment: near-term and long-term steady-state, stability and short-circuit studies; contingency categories; Corrective Action Plans |
| TPL-007 | Transmission system planned performance for geomagnetic disturbance events | GIC system models, benchmark and supplemental GMD vulnerability assessments, transformer thermal impact assessments, Corrective Action Plans |
| TPL-008 | Transmission system planning performance for extreme temperature events | Benchmark extreme heat and cold cases, study results, Corrective Action Plans where performance criteria are not met |
| EOP-012 | Extreme cold weather preparedness and operations | Unit cold-weather data, extreme cold weather temperature calculation, freeze-protection assessment, cold-weather preparedness plan, corrective action plans |
| EOP-011 | Emergency operations | Operating Plan support, load-shed and weather-related constraint documentation |
| FAC-011 / FAC-014 | System Operating Limits methodology and establishment | SOL methodology review, study support and documentation of limits and their basis |
| PRC-006 | Underfrequency load shedding | UFLS design studies and dynamic simulations supporting the Planning Coordinator’s program |
| FAC-002 | Facility interconnection studies | Interconnection study models, system impact analysis and coordination records |
Steady-state, voltage and transient stability and short-circuit analysis across near-term and long-term horizons, with Corrective Action Plans.
GIC modeling, benchmark and supplemental vulnerability assessments and transformer thermal impact assessments.
Benchmark heat and cold event cases, load and generation assumptions and performance evaluation.
Extreme cold weather temperature calculations, freeze-protection design review, preparedness plans and corrective actions.
Methodology review and study support for SOLs and the documentation of their basis.
Dynamic simulations of island formation and frequency response to verify load-shedding design.
Supporting studies for operating procedures, emergency plans and interconnection requirements.
Documentation of CAPs from every study, with milestones and evidence of completion.
Cold-weather requirements under EOP-012 depend on unit-specific engineering: the temperature each unit must be able to operate to, the freeze-protection measures that support it and the operating limitations when it cannot. These are calculations and design reviews, not just checklists.
Confirm the applicable version, study horizon, cases, contingency lists and performance criteria.
Assemble planning models, verify data and document every assumption.
Perform steady-state, stability, short-circuit, GIC, extreme-temperature or weather calculations as required.
Compare results with the performance requirements and identify every deficiency.
Define the CAP, owners and milestones for each deficiency.
Issue the assessment and supporting records, distribute as the standard requires and track CAPs to completion.

We run PSS®E, PSLF, PSCAD™ and short-circuit studies ourselves — the same work behind our interconnection and system impact studies.
Cold-weather, extreme-temperature and GIC work built on detailed equipment data, not rules of thumb.
We track corrective actions to completion and keep the evidence of completion with the study.
Former audit-team leadership helps us structure studies the way a Regional Entity will review them.
Technical articles covering planning, extreme weather, GMD, UFLS and grid interconnection studies.

Tell us which assessments are due and what models you have. Keentel will scope the studies, document every assumption and track every Corrective Action Plan to completion.
