What the TOP Family Asks For

TOP standards govern the operating horizon — from the next-day plan through real-time monitoring. For a Transmission Operator, the evidence is largely analytical and procedural: studies showing planned operations were assessed against System Operating Limits, records of monitoring capability and data quality, and documented data specifications issued to others.

For Generator Owners, Generator Operators, Transmission Owners and Distribution Providers, the family is mostly about responsiveness: providing the data the TOP specifies, in the format and on the schedule it requests, and following operating instructions. Those obligations are easy to overlook because the standard is named for someone else.

TOP compliance is shared. A Transmission Operator can only perform an accurate analysis with the data its neighbors provide — and the entities providing that data carry their own compliance obligation to do so.

Developments Affecting the TOP Family

System Operating Limit framework.

Revisions across FAC-011, FAC-014 and related TOP and IRO standards changed how SOLs are established, communicated and managed. Methodologies, studies and procedures written to earlier versions should be checked against the versions now in effect.

Cold-weather data.

Following the extreme cold events of recent winters, data specifications are expected to capture generating unit cold-weather operating information. Generator Owners should expect these fields and be ready to answer them with unit-specific data.

Inverter-based resource data.

FERC Order No. 901 directs NERC to address IBR data sharing and model validation in later phases, which is expected to touch operational data exchange as well as the MOD standards.

Category 2 IBR registration.

Newly registered GO/GOP IBR owners become recipients of TOP-003 data specifications and TOP-001 Operating Instructions as registration takes effect.

Watch the data specification itself. When a TOP revises its specification, every recipient’s obligation changes with it. Track each revision and the date you received it.

Where to Focus First

Transmission Operators:

confirm the SOL methodology, the Operational Planning Analysis and the data specification all reflect the versions in effect and agree with each other.

Data recipients:

confirm you hold the current specification from every TOP and BA you answer to, and that each requested item has an owner.

Everyone:

check that the documented procedure matches practice. Auditors test against your written procedure first.

Recent changes:

new facilities, uprates, repowering and new IBR capacity change the data you must provide and the limits the TOP must study.

How TOP Connects to Other NERC Standards

FAC — limits and ratings

SOLs established under FAC-011 and FAC-014 and Facility Ratings under FAC-008 are what the TOP monitors.

IRO — the RC’s view

IRO standards mirror many TOP obligations at the Reliability Coordinator level (Inner Page 27).

VAR — voltage control

VAR-001 voltage and reactive control is a TOP obligation that relies on generator data and schedules under VAR-002.

MOD — data quality

Verified capability and models under MOD-025 and MOD-026 are the best source for TOP-003 responses.

EOP — emergencies

Emergency Operating Plans and cold-weather preparedness depend on the same operating data.

PRC — protection

Protection outages and RAS status feed real-time assessments.

TOP Family — Frequently Asked Questions

No. Keentel provides engineering studies, data preparation and documentation support. Real-time operation and operating decisions remain with the registered Transmission Operator.
TOP-003 requires entities that receive a data specification — including Generator Owners and Generator Operators — to provide the data as specified. TOP-001 also places obligations on Generator Operators and others regarding Operating Instructions. Check the version in effect for the exact functions.
It is the documented list of data a Transmission Operator needs for its analysis functions and real-time monitoring, including the format, periodicity and method for resolving data conflicts. The TOP distributes it to the entities that must provide the data.
Each requested item answered with a unit- or facility-specific value, a source reference and an owner, submitted in the requested format on schedule, with a record of which specification revision it answers.
It is the Transmission Operator’s evaluation of projected system conditions for the next day, assessing whether planned operations would exceed System Operating Limits. Keentel can support the modeling and studies behind it; the analysis remains the TOP’s responsibility.
The TOP monitors and acts on System Operating Limits. Those limits are established under the SOL methodology in FAC-011 and FAC-014. A SOL study that follows the methodology, with its assumptions recorded, is the link between the two families.
TOP-010 addresses real-time monitoring and analysis capabilities: monitoring the quality of real-time data, monitoring the quality of analysis results, and ensuring alarm processes are monitored, with operator notification when capability is degraded.
Often, yes. TOPs may request plant controller modes, reactive capability at the point of interconnection and ride-through settings. Many of these values come from inverter OEMs and should be verified before submission.
Yes. We review content, periodicity, format and conflict-resolution provisions, and we can test the specification against what recipients are realistically able to provide.
No. Keentel covers Operations & Planning standards only. CIP cybersecurity, including control-center systems, is a separate discipline.
